In 2023-24, COL-CEMCA collaborated with governments and institutions across Asia to promote equitable access to quality education, aligning with India’s National Education Policy (NEP) 2020. Key initiatives included hosting the Open University Vice-Chancellors’ Forum, launching the Draft National Policy on Blended Learning, and creating a national Open Educational Resources (OER) repository. Partnerships enhanced OER, open educational practices, and vocational education, empowering women and improving ODL quality across the region.
In 2022-23, COL-CEMCA enrolled 23,142 learners in quality-assured courses, trained farmers on advanced agriculture, and sensitised 20,769 community members on ODL and livelihood activities. CEMCA enhanced ODL capacities, advocated blended learning policies, and researched ODL practices for visually impaired learners. Notable initiatives included training faculty in OER creation, developing vocational courses, and promoting community radio for non-formal learning. CEMCA also collaborated with the Ministry of Ayush to celebrate International Day of Yoga 2023 with community radio stations.
In 2021-22, COL-CEMCA’s targets and achievements focused on Education and Skills sectors with a cross-cutting theme of Gender. Key achievements include creating OER, improving staff knowledge and skills, and developing quality ODL and online/blended courses. CEMCA also worked with governments and institutions to develop national and institutional ODL and OER policies, enhancing educational quality and skills/training systems. Additionally, CEMCA provided skills and capacity enhancement for better livelihood opportunities, promoting marginalised communities’ access to quality learning.
In 2020-21, COL-CEMCA works in the Education and Skills sectors with a focus on Gender, using partnerships and policies to achieve its goals. Its Education sector focuses on OER creation and use, while the Skills sector supports formal and non-formal learning through TVSD and Community Media Models. CEMCA exceeded targets, achieving 119 institutions improved quality (vs 90 target) and 138,944 learners accessing quality learning, with 20,000 people leading productive lives.
In 2019-20, COL-CEMCA worked with governments and institutions in Commonwealth Asia to develop ODL policies, improve learning quality, and enhance staff capacity. Key initiatives included supporting need-based courses, training academic counselors, and launching a MOOC on Life Skills for Engineers. CEMCA also mentored open universities for assessment and accreditation, promoted OER adoption, and conducted capacity-building workshops on ICT, MOOCs, and online education.
In 2018-19, COL-CEMCA operated in two key sectors: Education and Skills, with a focus on Gender as a cross-cutting theme. In Education, COL-CEMCA developed an integrated model to address higher education challenges, strengthening institutional capacity and promoting sustainable livelihoods. COL-CEMCA’s initiatives aim to create more employable graduates, contributing to socio-economic development.
In 2017-18, COL-CEMCA reached a midpoint in its six-year planning period (2015-21), prompting a research evaluation of its activities and interventions. This involved third-party research studies to assess CEMCA’s impact on underserved lives and collect partner data. The focus was on expanding learner outreach and gathering relevant data. .
CEMCA’s 2016-2017 journey began with new leadership and perspectives, focusing on marginalised communities. Key initiatives included revising the “Theory of Change”, framing a logic model, and designing project-mode interventions with emphasis on end-users and learners. Ambitious targets were set, and unique interventions launched, such as Master Trainers for TVSD and Recognition of Prior Learning (RPL) integration with higher education, driving social inclusion and economic empowerment.
In 2015-16, COL-CEMCA actively promoted open educational resources (OER) and capacity building initiatives. COL-CEMCA also collaborated with institutions such as the Power Sector Skill Council to develop skill-based training materials and with universities to create OER policies. CEMCA also organised workshops on ICT-integrated teacher education, OER, and e-content development, benefiting teacher educators and professionals from various countries.

COL-CEMCA collaborated with institutions like Odisha State Open University and Bangladesh Open University to develop OER policies and implement blended learning approaches. COL-CEMCA organised workshops on ICT-integrated teacher education, OER, and e-content development, benefiting educators from various countries. Additionally, COL-CEMCA worked with the Power Sector Skill Council to create skill-based training materials and promote vocational training.
In 2013-14, COL-CEMCA worked on various initiatives to promote open educational resources (OER) and capacity building. COL-CEMCA organised workshops on e-content development, ICT-integrated teacher education, and virtual open schooling. COL-CEMCA also collaborated with institutions like National Institute of Open Schooling (NIOS) to develop online courses and resources. Some notable projects include the Virtual Open Schooling (VOS) platform, Communities of Practice (CoP) for teacher educators, and certification courses in sound recording and design.
In 2012-13, COL-CEMCA worked with NIOS to establish Virtual Open Schooling (VOS) in India, aiming to increase access to quality education for marginalised groups. A national consultation workshop was held in 2012, and a feasibility report was prepared. COL-CEMCA also supported ICT training for teacher educators, developing a Resource Book on ICT-integrated Teacher Education, and creating a Community of Practice (CoP) for teacher educators. COL-CEMCA developed courseware on Community Radio Technology and vocational skill development programs, aligning with the National Vocational Education Qualifications Framework (NVEQF).
In 2011-12, COL-CEMCA worked on various initiatives to promote open schooling, higher education, and community radio. Key activities included collaborating with Gujarat State Open School to develop self-learning materials in Gujarati medium, organising workshops on good governance for open schooling staff and higher education institutions, promoting Open Educational Resources (OER) through workshops and content development, supporting community radio initiatives, launching programs like the CEMCA-YCMOU course for the road transportation sector and Science for Women’s Health and Nutrition, and establishing the CEMCA Community Radio Facilitation Centre (CCFC) to support community radio growth.
