IGNOU Hosted Capacity Building Workshop on Graduate Employability and RBM

The Commonwealth of Learning and its regional centre, the Commonwealth Educational Media Centre for Asia (COL-CEMCA) in collaboration with IGNOU, organised a “Capacity Building Workshop on Implementing Graduate Employability & Result Based Management (RBM)” at the IGNOU office, New Delhi, from 5-7 January 2026. COL-CEMCA is working with one National and 17 State Open Universities to implement Graduate Employability based on RBM framework across India.
Dr. B Shadrach, Director, COL-CEMCA, emphasised that the RBM framework aids in monitoring progress, providing timely feedback, and ensuring transparency in achieving graduate employability goals. He outlined four benefits of implementing the RBM framework, which include:
- Clarity and alignment with market demands, defining measurable outcomes, and skilled competencies.
- Enhanced programme effectiveness and relevance through evidence-based curriculum design.
- Accountability and transparency in measuring and reporting university efforts.
- A structured approach to achieving outcome based education, focusing on impact rather than just outputs.
Dr. B Shadrach emphasised that the framework would enable IGNOU to measure graduate proficiency, job placement rates, and entrepreneurship outcomes, thereby demonstrating its tangible contribution to the workforce and showcasing the effectiveness of its educational initiatives.
Professor Uma Kanjilal, Vice Chancellor, IGNOU, stressed the workshop as an important event focused on embedding employability skills in the curriculum, aligning with national frameworks emphasising competencies and skills. She highlighted the university’s aims to re-engineer programmes, leveraging existing NCVET approved courses and partnerships with organisations like COL-CEMCA and the Skill Ministry to create market ready graduates. She urged a renewed commitment to prioritise graduate “quality” over just numbers, aiming to make a significant impact in the coming years.
Prof. V. Venkaiah, Consultant, COL-CEMCA, also the facilitator, outlined the objective of embedding employability skills in the curriculum, citing a global survey where 58% of employers found graduates unprepared for employment. He emphasised the importance of OER integration and results-based management. The training focused on the RBM framework, driving a shift from input-based to outcome-driven education.
The workshop seeks to enhance institutional capacities by aligning graduate employability outcomes with Results-Based Management frameworks, driving effective planning, implementation, and monitoring in higher education institutions.
