Seminar on Cyber Security in Online Learning Speaker: Dr. Pavan Duggal


CEMCA under its Higher Education initiative organized a seminar on Cyber Security in Online Learning on May 06, 2020. The session was also broadcasted through CEMCA COL You Tube Channel. Speaker of this session was Dr. Pavan Duggal, Chairman, International Commission on Cyber Security Law and Advocate-Cyber Law & E-Commerce Law, Supreme Court of India.

Prof. Madhu Parhar welcomed Dr. Duggal with a brief introduction of his achievements in Cyber Security. She welcomed all the participants for the session.

Dr. Duggal started his session with sharing a few cyber security breaches happened in recent times more specifically in Coronavirus times. The list of cyber-attacks he shared belonged not only to higher education but also to school education and cases from worldwide were discussed. He then mentioned that due to Covid 19 more and more institutions are joining different platforms for online education and this is further opening windows for more cyber-attacks and cybercrimes.

He added that increasing online education means that aspects of cyber security and ramifications of online education are receiving a distinct threat.

He emphasised on following the security tips but mentioned that people are adopting and then ditching these online security tips. He specially suggested General Data Protection Regulation (GDPR) compliance for Learning Management Systems (LMS) because not just the course data is being stolen but the student’s personal and individual data is also at stake.

He also focused on the video conferencing tools like Zoom, which had accounted for various cyber security breaches.

After discussing variety of cyber security attacks, he shed some light on the cyber security laws where he added that some countries have their own laws but no international law is in place. He mentioned about Chinese law on cyber security where China has adopted a distinctive approach of mingling cyber security within ambit of national security. He then discussed and listed out cyber laws of Russia, Vietnam, Australia, Taiwan, Singapore, Egypt, California, and New York. He added that there is a need for video conferencing policies and data protection policies.

He then suggested precautionary steps to be taken while going for online learning through various available tools. During the Q&A session he responded to the questions of teachers facing cyber security issues.

At the end Prof Parhar put forwarded a vote of thanks to Dr. Duggal and to all the participants.
