National Consultative Workshop on Developing Strategy for Implementing NVEQF for Open Schooling in India, Kochi, 20-21, June 2013

New Delhi, 24/06/2013: CEMCA in collaboration with the National Institute of Open Schooling (NIOS), India organized a national consultative workshop for developing strategies on implementing National Vocational Education Qualifications Framework (NVEQF) for Open Schooling in India from 20-21 June 2013 at Kochi, Kerala. The Ministry of Human Resource Development (MHRD), Govt of India notified NVEQF in September 2012 that envisaged all vocational education training providers to adopt a system for increasing the number and quality of skill human resources in India. Realising that the mode neutrality of NVEQF document, CEMCA in collaboration with NIOS planned this workshop with the stakeholders to critically analyse the need and importance of using technology enhanced learning systems, and open and distance learning methods to improve the quality and access of vocational education in India. The workshop was attended by representatives of the industries, National Skill Development Corporation, Sector Skills Councils, officials of state Governments form Haryana, West Bengal and Kerala, and MHRD, and academia from universities. With a right balance of the stakeholders, the group discussed specific ways of organizing vocational education though open and distance learning, and how it can be align with the provisions of NVEQF, and provide quality skill training. The discussion paper for the workshop was prepared by Prof. Mohan Menon, who facilitated the workshop, and Prof. Ram Takwale, Former Vice Chancellor of IGNOU inaugurated the workshop by delivering the Keynote address.

The report of the workshop and the implementation strategy paper will be refined and distributed for comments before finalization. The rain and beautiful serene environment of Vypin Island at Kochi provided the right atmosphere for the participants to work together and discuss various aspects of NVEQF and Open Schooling in general, and how NIOS can spearhead skill training movement in India, in particular.
